It is so unbelievable frustrating how moronic the diplomacy works in this game...
You have 250+ (!) positive reputation and the faction just won't accept a vassal/confederation. Why? Because it is, by the evenly moronic strength mechanic, supposedly, just a 5 strength ranks below you, despite only having 1 army.
It would have been nice if there would be a mechanic, a clear communicated quest/demand/whatever that guarantees confederation or an event that cleary says: we never going to confederate.
Aaaanyhow... Between these "cheat" mods and "beat them into submission" confederations/vassaliations it works. Not very elegant but it works.
