Remove Gradual Relations Decay - Patchy

Omschrijving
Removes daily goodwill gains and losses through an XML patch or Harmony patch (1.3+).
Works on vanilla & modded factions.

Many thanks to CaptainHaywood for the original form of this mod!

Compatibility:
* 1.3+ uses a Harmony prefix patch on CheckReachNaturalGoodwill to skip the natural goodwill process.
* 1.5+ uses the Harmony mod instead of embedding the dll directly.

As long as Ludeon doesn't change the name of the method used to check for the goodwill drift this mod should never stop working (in theory). The harmony patch for this is about as basic as it can be.

Thanks homie for this mod, I just spent 3000 silver and sacrificed a pawn to stop Neanderthals from being scary and 1 day later there was rep decay, dafuq. Now I can get rid of Tynan's dumbness

This seems to be working ok in 1.6 as is. I have it loaded in the testing branch and I haven't seen a relations decay notice since then. Will update if I notice any problems.

Thank you gerads for a must have mod. Relations decay hasn't made sense to me and has been an annoyance ever since they put it in the game. I hereby donate my favorite colonists left lung to you. It should go nicely with that kidney you got last time :)
