I got all this information directly from the game. I used scs_extractor.exe to open def.scs and found the fuel prices in the .sui files in the subfolder labeled "country". These files can be viewed with a text editor.

• 10 August 2022: Updated for 1.45 and Montana DLC. Prices have gone up significantly in all states.
  
• 31 March 2020: Prices haven't changed in the 1.40 update
  
• 12 November 2020: Updated the guide for 1.39 and Colorado DLC. Minor price changes in every state.
  
• 16 July 2020: Updated the guide for 1.38 and Idaho DLC. Significant price drops in every state.
  
• 7 November 2019: Updated the guide for 1.36 and Utah DLC. Slight price drops in every state.
  
• 11 September 2019: Published first version of guide. Compatible with 1.35 & Washington DLC.

Internally, the game stores the prices as dollars per litre. The dollars per gallon price is calculated by multiplying by 3.7854.

If you own a large garage (which fits five trucks), then you can refuel there with a 15% discount.
