I don't know either, there is always a little slowdown when I record with Fraps too, and it's because the game doesn't have a "fixed" FPS option like SSFIV does. The best speed I could get was to make Fraps record at half-resolution at 60 fps with "lock framerate while recording" turned on, you could try that.
