Go to the second page of the last chapter (dragon). There you choose the first board. It's the one with the three stars on my screenshot.

step 2:

Clear the two rings counterclockwise. You'll notice that most pieces will fit to the next one in the layer above. Like the fives or the butterfly & the snowflake on this screenshot.

Making more matches with the single pieces and shuffling the board will grant you the 15x-multiplier.

It's not difficult to do. Got mine in the very first attempt.
