ENG: This Spell will all enemies and friends permanent paralyze! The effect will reversed though the fast travel to a City!

GER: Dieser Zauber paralysiert alle Gegner und Freunde dauerhaft in deiner Umgebung! Aber dieser Effect kann man durchs Schnellreisen in eine Stadt z.B. (Weißlauf,...) aufheben!

ENG Location: The Spell Tome will be found in the "Sleeping Gaint Inn" in Riverwood on a Alchemytable!

GER Standort: Das Zauberbuch liegt auf einem Alchemietisch im "Schlafenden Riesen" in Flusswald!

ENG: I hope you have fun with this mod!

I think I may of made a working alternative, it's on my workshop and surprisingly my first mod

This mod doesn't paralyze, it just tosses them away (unnecessarily so) and their bodies don't "freeze in place" like the normal Paralysis spell. This is just another way of insta-killing your enemies, without technically "killing" them.

I can't recommend this mod sadly, because it does not contain what the author claims.
