What you want in the early days of expansion is to build as many of these little guys as possible. The reason you need these guys is because the AI only measures Overall Total Attack Points when deciding the Power held by a Civ. And if you are perceived to be Powerful, the other Civs won't try to extort money and planets from you. They'll pretty much leave you alone for a much longer time.
Also, another thing:
Save often, because some negative random events or U.P. votes could cripple your game. Some examples: Pirate buildups so big they crash the game when they attack you.
The 'hyperdrives are destroying space' event.
The Jagged Knife event if they take too many of your planets.
The peacekeepers event if the military of any civilization is too powerful at the time.
The Neutral Ground U.P. vote. Not as much of a cripple, more of an easily avoidable nuisance that can become problematic later on.
The key to winning on Normal/Challenging is just to buy a colony ship every turn for first few turns and agressively take nearby high quality planets (leave one one near your home planet for later). Like just look at the minimap for an idea of where the nearby stars are and send them in those directions.
Then just focus on keeping ahead on research and maintaining an average millitary until your economy grows.
