I went straight to the exe file of the game and found out it's a case of a missing directX9.dll.

Download and Install DirectX SDK

(1) Download this (directX SDK from MS):
http://www.microsoft.com/downloads/details.aspx?familyid=2da43d38-db71-4c1b-bc6a-9b6652cd92a3&displaylang=en
(2) Install the directx SDK
(3) Run the game

Notes

- If it still won't work, try restarting your PC after installing the directx SDK.
- If it fails to do so, head over to the game’s folder -> repositories -> install x64 and x86 vcredist installers too.
