Greater Rockwood Area - Fixed

Fixed traffic - traffic flow around 75%.

Need to fix (notes for the original author):
- Too many buses stops close to each other (slows traffic, unnecessary increases pedestrians on crosswalks)
- Monorail lines need to be revised (too many monorail lines on some stops causing monorails trains to get stuck)
- A lot of pointless "shortcuts" with overpasses and tunnels. Don't make them. It creates more intersection and lane changing of the traffic that are slowing the traffic. In the result the traffic is worse than without them.
- Network Extensions 2 mod is required to launch the save (add more road types that has been used).
- Trains outside the city are getting stuck on some kind of intersection. Mod that unlocks more tiles of map is required to get it fixed. Trains are stuck at the whole city because of that.
