So I'm thinking this is either a bug or an unintended consequence? I'll check with Pocus on this ... my understanding is that Wonders in a location are supposed to be fixed in that location, even after degradation.
Either way, I built Stonehenge in modern Poland on the banks of the Wisla River. So it should probably go into your guide.
The previous game I played, it took 40+ turns to build that bitch, so I'm not sure if I will build it this game.
Went to a different game, so I don't have my old save or I'd give you the stats. But it does give Herbs and Drugs, which is fantastic if you are stuck in Northern Poland as Gothones.
I'm going to guess its true for every other kind of government type. If you are in the basement at the most basic level then Tier 3 buildings are locked to you.
And oooops, should indeed be Sacred Estate on the tile (or Synagog if applicable).
