So why is this happening?
Well, when you start up your game, it technically thinks you are pushing the buttons on the keyboard instead of the controller. This means that when you set the launcher to use your gamepad, nothing will happen because it expects you to push buttons on the controller, but all it gets are keyboard inputs despite using a controller. So all you gotta do is set the game to use the keyboard, and you're good to go!

If you are like me, then you would find such a fix to be unacceptable as it remaps the button icons in the game.
So now what?
Let's investigate this further. Open the steam controller settings.
Wait a minute... WHO THE HELL IS THIS GUY, AND WHY AM I USING HIS CONFIGS!? I guess this would explain why our controller only works when we set it to keyboard. Oh well, just click on "Browse Configs" and follow the red circles in the pics.

The final solution

You're welcome. Don't forget to choose "gamepad" in your settings from the launcher.

For those who don't want to use big picture mode and having issues with "controller" being an option in the drop down when starting SA2:

1. go to settings>controller
2. under your controller type (mine is PS4) it'll look something like this "Playstation Controller Support" and change the drop down option to enabled.

This will fix whether or not 'controller' shows up as an option in the game settings. Do not leave it in "enabled in games w/o support" as that is what's preventing the controller from being available in the control drop down settings when launching.

It should show up after right-clicking the game unless your controller isn't plugged in. I have just verified it. Right-click > Manage > Controller configuration.

steam's UI has changed alot since then, and the drop down menu when i right click never lists the ability to configure controllers. what do i do?

Alright thanks, I believe I've fixed it by messing with the joystick sensitivity in big picture on my own gamepad template. Thank you for the guide!

Not sure. This change basically makes you change from using "keyboard and mouse" to controller. It's either that, or it is just you.

I've noticed the joystick seems a little bit more sensitive now after doing this, is that actually true or just in my head?

Is your controller plugged in?
Does your computer recognize it?
Are you sure you are configuring the controls for player 1, not player 2?

There's no option in the launcher for me to choose "Gamepad." The dropdown menu for keyboard controls only has the option to use the keyboard. Is anything wrong with my launcher?
