Report a translation problem
1. go to settings>controller
2. under your controller type (mine is PS4) it'll look something like this "Playstation Controller Support" and change the drop down option to enabled.
This will fix whether or not 'controller' shows up as an option in the game settings. Do not leave it in "enabled in games w/o support" as that is what's preventing the controller from being available in the control drop down settings when launching.
It should show up after right-clicking the game unless your controller isn't plugged in. I have just verified it. Right-click > Manage > Controller configuration.
Is your controller plugged in?
Does your computer recognize it?
Are you sure you are configuring the controls for player 1, not player 2?
