Scenario 2 maybe missing some task (Clear the green!) as mentioned in the paradozplaza.com forum[forum.paradoxplaza.com].

Here is how to fix.
  1. Download and open GS file viewer program.
  2. Open steamapps\common\Cities In Motion\metro.gs.
  3. Extract only scenarios/scenario02.scenario.
  4. Modify the line 338 replace $golfCourse to $airport and save.
  5. Create folder steamapps\common\Cities In Motion\metro\scenarios.
  6. copy the modified file scenario02.scenario to this folder.
  7. Play the game.
