Enforce T3 Cannons

Description
Mod designed to enforce artillery cannon only combat.
Firing straight will not work, aim for the sky with high power.

Moonshot DLC is now supported.

Not fit for enclosed maps or maps with hanging bases as there will most likely be no way to deal damage to opponents.

-Disables projectile hits at low proximity (at a certain travel time the mod makes a second projectile with the original properties - more specifically it's at the peak of a vanilla cannon shot when the projectile is enabled).
-Visual/audio indicator when a hit isn't valid.
-Disables non-cannon weapons in vanilla (exception for flaks, howitzer, firebeam - combo only, smokebomb, magnabeam)
-Attempts to disable modded non-cannon weapons (based on if a weapon includes "cannon" in it's SaveName in .lua files) - with manual exceptions
-Made some rules to allow compatibility with some popular mods on a best effort, should hopefully work with most.
-Made some rules to allow projectiles colliding and antiair mechanics, but only after the projectile has traveled enough distance to be enabled.

Known issues:
-Tech/upgrades - does not currently remove tech alongside with weapons, also does not remove weapons achieved via upgrade. (will try to resolve)
-Weapons with adjustable power can easily yield invalid hits even fired at a high angle, solution for now is to fire at a higher power/angle.
