Well, for now this should work, I still hope that you will consider allowing for debuffing though so that we don't have to fudge numbers in overly complicated ways, although the matter of fact is that you couldn't have possibly known there was going to be a guy who will make the game use worshop ships while refusing to balance it to any degree of reason, even after people tell the guy it's stupid to have 100k hull ships with 200k shields in starting areas.
But most of the stats already allow debuffing (ie you can set it to 0.5). Maybe try setting "npcShipVolume" to a lower value. Or you buff yourself instead by increasing "globalWeaponDps" while decreasing "npcDmgMulti" or so.
I have downloaded SDK's ship generation which has 100k hull ships flying around in iron zone and I need to lower that to some manageable level. I was hoping this would help.
