Report a translation problem
The game has a mod manager in it now, I just put the mod in the game's mod folder, rather than in my documents (For example: \Steam\steamapps\common\Galactic Civilizations II - Ultimate Edition\Mods)
Then I selected the mod in the options menu.

Or you can extract directly to Mods, if the program you're using to open ZIP files is set to extract the folder structure from the ZIP file - most mods will have a top-level folder.
The reason for this is that most mods (like tech tree mods) can't work with other mods which change the same game files, so if you use the default folder for everything, you'll run into a mod conflict. So if you have more than one mod of that type, then you need to in-game or be editing the GC2.ini as above, change to the desired mod folder before starting a new game.
