How To Make the Xbox One Wireless Controller Work In Menus Without 3rd Party Software

Introduction
It's relatively easy to setup the Xbox One Wireless Controller to control all aspects of this game, but it requires some familiarity with using or creating controller configurations with Steam, so I created a config for you so that you don't need to bother.
Enabling Controller Configuration
Make sure your controller is connected. Open Steam Big Picture mode and navigate to the game. Click the button with the Controller icon, and click "Enable Steam Input". Now, repeatedly click the "Back" button until a panel opens on the left. Click the "Power" button and then click "Exit Steam Big Picture Mode" to return to the normal Steam layout. Now, go to the next step of the guide.

Alternatively, if you prefer to use Big Picture mode, you can instead click the bar under "Current Button Layout" and then click "Community Layouts" or the Search icon at the top of the screen. Look or search for "Master Zoen's Split/Second Gamepad". Click it, then click "Apply Layout" in the bottom right corner of the screen. Skip the next step of the guide.
Downloading the Configuration
Copy and paste the following link into a web browser and then click "Apply Configuration" to download the controller configuration.

This will make the dpad function as the "arrow" keys, the View button will function as "Esc", the Menu button as "Enter", the X button as "Tab", and the Right Bumper as "Space".
Setting the Controls in Game
Start the game and use the dpad to navigate to "Controls" and select it with the Menu button. Press right on the dpad until you get to "Joypad 0". You'll notice that there is a dash mark in front of "Vehicle Throttle". This is how you know what action you are setting.

Press the Menu button and then press the Right Trigger.
Now press dpad down, then menu, then Left Trigger.
Now press dpad down, then menu, then tilt Left Stick to the left.
Now press dpad down, then menu, then tilt Left Stick to the right.
Now press dpad down, then menu, then A.
Now press dpad down, then menu, then B.
Now press dpad down, then menu, then tilt Right Stick up.
Now press dpad down, then menu, then tilt right stick down.
Now press dpad down, then menu, then tilt right stick to the left.
Now press dpad down, then menu, then tilt right stick to the right.
Now press dpad down, then menu, then Y.
Now press dpad down, then menu, then Left Bumper.

When finished the settings should look as follows:

Finishing Up
Now, press the View button to exit the "Controls" menu.

Congratulations! You've now configured the game to use your Xbox One Wireless controller and won't need to use the keyboard.

Steam has not, in fact, changed the default behavior of the template for the XB1 controller. It still does not have bindings for Enter, Esc, Tab, or Space. I tested it a couple hours ago. More to the point, you can't use Steam Input without a template, that's how Steam Input works. When you first enable Steam Input for the game, it chooses the "Official" template. This is the template that I tested, and you can't even get past the title page without using a keyboard input, since this game has not had proper controller support for the XB1 controller since the last update sometime in 2018.

Since it's been 6 years since you initially wrote the guide, I don't mean to blame you as for all I know, Steam may have changed its default behaviour for Steam Input.

No, I'm not talking about Valve's suggested WASD template, that's not the default unless you select it. I am talking about the 1:1 controller scheme which is default for nearly all games on Steam. For me it was selected without any interaction with Steam Input.

The default Steam Input template only assigns the arrow keys to the D-pad and does not have Space, Tab, Esc, or Enter assigned to any buttons. These inputs are used in the game for various things like swapping paint jobs, selecting/exiting a menu, etc. With the default layout, you can't even get past the title screen where it says "Press Enter to Start" using an XB1 controller unless you modify the layout.

As in, by default Steam doesn't enable Steam Input, but it was enough for me to force Steam Input for the controller to work as expected without any additional configuration, just the default controller mapping.

Why all that? Steam Input already lets you use the controller out of the box if it's enabled for the game.

The game only natively supports XInput (I guess, only 360 controller?), but Steam Input does away with the limitation by acting as a supported XInput pad, so it just works.

Was there ever a fix for using 2 controllers in split screen? I was able to map both joysticks in the controls menu, but when i launch the race neither controller works.
Worked fine in single player.
