Commander: Middle Mouse button to Drag View

This is my quick and dirty implementation of a mouse wheel drag for the commander view, common in many RTSes.

Unfortunately, this has to be whitelisted on the server to be used.

Therefore, as it is a quick and dirty implementation mainly targeted to my friends and I, it just overrides your mousewheel without any binding option.

Also, this isn't a *real* mouse wheel drag, in the sense that it would lock your cursor to a point on the map, and move that point to your cursor when you move your mouse.
If this was to be implemented into the base game, I hope that can be done.
