To get to Aged Man's Manor, we firstly activate the quest, then we'll teleport ourselves into Manor. I don't know if any of the codes are unnecessary, as this is the way I did it.

Don't forget to save your game just in case!

resetquest MQ07A - this will reset the quest
player.moveto f9aa3 - with this code, you'll be teleported to the chair, but you won't be able to leave the room. From now on, you should be able to type tcl and leave the room!
And lastly, to finish the quest, type setstage MQ07A 215.

you can also do a bit of parkour to get inside
