TLDR
Leveling the hero in Dragon Ball Super World Mission can be extremely tedious after level 50, so you may be wondering why you would.

First, the following applies whenever you reset a hero:
  • Retain stats obtained from comaraderie
  • Unlock new abilities
  • Higher base stats (haven't confirmed)

Below is what you get for waiting to promote a hero at level 99:
  • Additional stats
  • Max rank of abilities
The Data
I ran a few tests, but the data for the most clear scenario is listed below. I controlled the variations in both accounting for any stats gained from bonding or comraderie and subtracted those out from the total stats below. The below is using a Kai class hero. This was also done by taking a backup of the save file and restoring it after getting the data of one reset.

Trial 1
Level 66:
  • Starting HP: 2658
  • Starting PWR: 3677
  • Starting GRD:

Level 3 - Post Promotion:
  • HP: 2613
  • PWR: 3421
  • GRD: 1699

Trial 2
Level 99:
  • Starting HP: 3453
  • Starting PWR: 4367
  • Starting GRD: 2214

Level 3 - Post Promotion
  • HP: 2754
  • PWR 3537
  • GRD: 1759

On average, about 9.6 stats per level was gained on reset over the 33 level difference. This is a total of 317 stats. There was about a 16.8-18.1% stat carry over without accounting for base stats. I believe this would in fact be closer to 20% when base stats are accounted for. In addition to that, level 5 or the max rank of abilities on most promotion tiers is unlocked at level 99.
The Data (Part 2)
There was some discussion on the forums that the increase in stats comes exclusively from maxing out abilities. With that in mind, I decided to do another test. I compared three different resets for the same race (Frieza) all within a few levels of another. Only the Level 99 Reset featured in both images had an extra skill unlock. All resets below had controlled for increased stats due to Camaraderie. Basically, I used the same decks for the same level gains and made certain that any changes other than level difference was not present.

As you can see, there was a noticeable increase, even between level 93 and 94. This still may not be worth it to everyone, but it provides clear evidence that there is a stat transfer when resetting.
The Data (Part 3, Super God Class Promotion)
More questions arose on the forums on whether promotions to God and Super God Class still transferred stats. Below is from the same character at different points on the save file. No Camaraderie difference between the two.

*The first picture is the one, i received after asking for the stats directly. The service member told me then, that all class change let you carry over some stats. I was also told, that they can't go into details, as the devs didn't provide that info yet (paraphrased). They then asked me, if i have got some feedback they could pass on to the devs, which I did.

I did send a response, asking them if I could contact the devs directly somehow. I also gave them some positive and negative feedback on the game.

** After seeing your comments today, I remembered to check my mails. And yes, I received an answer by now. Apparently, they can't provide me with an option to contact the devs directly for certain reasons. I was also told, that my critic was directly passed along to the devs. The support member by far didn't mention all of my points in his response. I assume though, that he passed everything along like the bugs i mentioned and my points about the localization.

If you have any questions about the game, there is a discord server that I've obtained a lot of great details from.
2 users did a test where 1 person using only their avatar for fighting (no camaraderie bonus interfering the test) progressed to 99 every level before promoting.
the other participant using again using only their avatar, rushed the ranks with as little leveling as possible.
The results are that some stats do carry over, however, not really noticeable when fighting. unless you want to crunch that little extra points for perfection, the go ahead and level to 99 before leveling. if you want rush your classes ups instead, don't worry about the little stats you miss along the way as they really don't make an impact unless the fight you use the avatar in is extremely ungodly close matched.
Screenshots of Bandai responses are legit no news that isn't known. The information they gave is just what the community already knows which is why they shared only that information.

So, it seems like Berserker gains new skills the slowest of all the classes.

That's disappointing, because I prefer to play Berserker class on my main!
