If you're unsure, use the 4gb patch tool to apply it safely.
Also, for those of you with an "03" value where it should be "02", I just tried this myself and it seems like the pre-patched files (like you find on PCGamingWiki) have "03" in that address, but if you patch with jptch and the .bat like in the instructions, it ends up with "02" in that address, like the instructions mention. I don't know why there's a difference, but that's a thing, I guess.
But I will say that for the layman (I was also unfamiliar with HxD but it's easy to figure out) after you download HxD, control F this line, it's near the top: 00000120
Then go to the column that says 0E at the top. The value should be 02.
Just click before the 0 and type 22, then save.
I also did the variable time steps thing just for shits and giggles. Not sure if it did anything.
I can now no longer play my game
60FPS GENERIC FIX
1. Open SWTFU2.exe with a hex editor such as HxD.
2. Search for the hexadecimal value C78660 0100001E (around ~177A8).
3. For 60 FPS, change it to C78660 0100003C. For 40 FPS, change it to C78660 01000028.
4. Save your changes.
