Maximum walking distance
The maximum distance a cim (=name for citizens, tourists. that 3D-people) will walk to their destination is 1024 m (or 128 cells).

The maximum walking distance can be changed by Traffic Manager: President Edition in the Global Configuration[tmpe.viathinksoft.com]
Fastest connection
Like a navigation system, cims look for the ideal route to their destination. All roads, transport types and paths are taken into consideration.

Parameters that affect the decision of using public transportation [1]
  • route length
  • vehicle max speed
  • road speed limits
  • city policies
  • waiting time

it is unsure if the following parameters are used [2]
  • ticket price (assumed yes)
  • congestion (assumed no)
  • amount of switching vehicle type (assumed yes)
  • age of cim (assumed yes)
  • fuel (assumed no)

Yes that's fine... Just research a bit more with regards to congestion/traffic on roads - if that influences their choice of transport mode, but as far as i know, Cims can travel even few months to work and they still are happy with that.

ticket price - NO, they are equally happy whether price is 1.00 or 100000.00. You will only collect less income tax as that's apparently game limitation placed on the budget.
congestion - no
amount of switching vehicle type - no, for the same reason as congestion, plus game developers stated clearly that come love changing transport mods, that means more income for you
age of cim - NO, game is not that complicated
fuel - same as above, unfortunately
