Things to remember about pugna is that even with tier 1 boots his movement speed is still 370, thats much higher then most other heros that have uppgraded boots. his attack range is also very long, making him a very deadly harasser in lane. This allows him to focus most of his gold on other items, and stay far away from the fight while still contributing to the team with damage.
