Make governor transition takes only 1 turn.

Works with R&F and GS (I haven't tested but it should work with either, does not require both), including the new unique Governor.

after 1 turn is shows that the governor will be established in 0 turns, then the next turn you get the notification that the governor has been established. it looks like the governor is actually established after 1 turn though.

Thanks, I have checked it and if your government is already established, moving him/her will take 2 turns... I really don't understand how or why it works that way. Sorry I will try but not promise if I can really fix it.

@sucrose: Thanks, I didn't notice that. I think it is some kind of division overflow I didn't know. I have fixed it, should really take 1 turn now (for ex: you move them at turn 20, they are ready at turn 21).

This might just be how the game mechanics work but it seems to take 2 turns for my governor to establish, including the move turn. It starts at 1 and then the next turn it displays 0 turns and takes until the following turn to establish. Any thoughts?
