Despite the screenshots, this mod works with all languages. Vanilla, GK, BNW compatible.

This mod adds 20 city states from the Fallout: Equestria universe. Every city state comes with its own behaviour, images and civpedia entry.

Includes:
Arbu, Fillydelphia, Bucklyn, Cross Chapel, Friendship City, New Appleloosa, Glyphmark, Tenpony Tower, Stalliongrad, Junction R-7, Stable City, The Glow, Verge, Forum,Colts Well, New Pegasus, Neighwhere,Chicacolt, Salt Cube City and Road Town.

As I suspected, it's a mod conflict. Also as I suspected, it's the non-pony version in the link at the top. Not entirely sure why, though...

They're not showing up in the editor. Probably a conflict with something.

Did you load the mod and then start a new game? There are a lot of city states in the game so you might just be unlucky. In that case use https://gtm.steamproxy.vip/sharedfiles/filedetails/?id=164886159
