On that island where i am, you can find a bunker. First to the left. You will need a lantern or NVG.

I did this guide cause i could not find a guide to finish the quest anywhere on the internet.

@crispy_gin Jack Fletcher is the name of the NPC. and you can find him at the little island on the West of Biarritz
