Adds The Badge seller back to the hub, most usefull for badge makers who don't like running back to act one to go to the badge seller.

theres unused animations where the badge seller would talk and a animation for when he gives you a badge, it would be very interesting if somebody could make a mod where all those animations are used, because it would have put a bit more life into the character, i mean his life was corrupted by going to too many places at once but still, it would be pretty nice.
