Lighting settings/LUT are from Relight but you can use newer mods like Render It to accomplish the same thing now.

The parking spaces are 'functional parking' buildings, there are several to choose from on the workshop. The TMPE setting is enabled for "more realistic parking" so cars appear more often. Custom props (placed with Move It) are parking bumper, shopping centre sign, pipe fence:

Nothing too special: Find It/Move it to place the buildings and push them back from the road, and pavement road/parking lot road network to create access to the buildings. The driveway intersection can be made continuous with TMPE + Direct Connect Roads mod, intersection marking tool, or placing decals.
