Overview

Diplomacy in Stellaris can often become static with only the player or a crisis shaking up the status quo. Propaganda and Espionage attempts to change that by introducing a little bit of intrigue to the galaxy.

There now are now two new policies that control your Intelligence and Counter-Intelligence Funding, alongside a new menu accessible from the Contacts tab that opens the Espionage screen.

There are several new options available to both you and the AI, such as;

Improving or Sabotaging relations between two different empires.

Conducting Industrial Espionage and attempting to steal research.

Sabotaging a foreign starbase, drastically reducing its weapon strength. This is a costly and time consuming operation, used to aid in punching through choke-point systems.

The AI will also make use of these new options, scheming against each other and the player. The success chance of any covert operations will depend upon your own Espionage Funding, and your targets Counter Espionage Funding.

Finally there are a few new diplomacy events, such as the AI sometimes requesting help in a war from their neighbours.

-- Playable Fallen Empires update - Fallen Empire players and ai can now use the espionage menu, but for now can only target other Fallen Empires, and cannot themselves be targeted by normal empires. - At some point i might add an option to target normal empires if they reach a certain threshold - such as late game being strong enough to compete.
Note - I dont use any of the playable Fallen Empire mods, so if you have any issues let me know.

Compatibility

Save Game Compatible

Compatible with almost any mod, but UI mods might prevent the new Espionage button from appearing, there is a backup edict to use the menu however.

Compatible with current build, and the beta branch. (2.2.*)

Coming Soon

Some way to cause unrest in opposing empires, maybe with events to secretly fund rebels etc.

An internal propaganda option to generate influence.

Operations to shift ethics in your own and other empires.

Ways to stamp out or cause crime.

There's currently a testing version of the updated mod availabe here https://gtm.steamproxy.vip/sharedfiles/filedetails/?id=2057619974 .

Its been completly overhauled, and while its now feature complete, it isnt 100% bug free or properly balanced yet. If you'd like to try it out and give some feedback, it'd be appreciated, but like I said I cant guarentee no bugs yet (So dont use for a real game).

Maybe the pink error is because the mod has not been updated yet? Ya know since envoys were not a thing pre 2.6. Also when you went to post your comment did you happen to read the author's comment just below where yours went?

I don't know if anyone has mentioned the Pink ERROR message over where the envoys icon should be

The mod is the most relevant it's ever been. Hoping for an update! Though a major DLC for espionage is looking more likely within a year or two (hopefully)
