Generalissimo Santana begins by giving you 5 things to focus on:

• Fun

While you play through the game, I highly recommend using the triple arrow to speed up building when you'd otherwise just be waiting.

Your first quest is to build 2 farms. Do it. Optiionally you can build another 2 farms to produce tobacco for a sidequest.

The second quest is to hire 4 priests, which means you have to build a new church and hire foreign workers as priests.

The third quest is to improve healthcare by building a clinic or two and hiring doctors. You need 45% healthcare to complete it.

The fourth quest has to do with Homes. You get to pick one of 3 kinds of housing to construct.

The finale quest includes building some buildings to help your citizens have fun.

In order to win the whole mission, you continue playing for a while until there's an election and you win. I believe you lose if you lose the election.
