To Tweak config settings not shown in game go to:
C:\Users\UserName\AppData\Local\SteelRats\Saved\Config\WindowsNoEditor

File name is:
GameUserSettings.ini

The very top shows:
[ScalabilityGroups]
sg.ResolutionQuality=100.000000
sg.ViewDistanceQuality=3
sg.AntiAliasingQuality=0
sg.ShadowQuality=3
sg.PostProcessQuality=0
sg.TextureQuality=3
sg.EffectsQuality=3
sg.FoliageQuality=3

All of these options were defaulted to 3 for me. I set AA to 0 and post process to 0 which will disable motion blur.
