!Lesser Names Patch for GVP

NOTE: THIS PATCH IS ESSENTIALLY DEPRECATED. I'm still figuring out the random name format introduced in a recent update, but at this time no base game government random names are affected in any way by GVP. So this does nothing and is not worth using.

This is a very simple patch for my Government Variety Pack mod that ensures that the name generators I added only apply to custom-added governments, nothing in the base game. It does this by commenting out references in name generators to any base game governments. It requires Government Variety Pack and does nothing interesting without it. This is to enable compatibility with any other modded name generators for base game governments.

I have done exactly 0 seconds of testing on this! Let me know how it works if this is of interest to you. It should work as intended, but you never know.

Compatibility note: All this does is override a file in my other mod with a blank file. There's never any reason why it should be incompatible with any version of the base game unless they radically alter the file structure of the game files. I'm noting this here because I'm only going to sporadically update it! #protectingmytime

This should also be compatible with any backup/old version of GVP. You'll just have to ignore the warning about lacking a required mod.
