That being said, the solution I come up with is to go to stellaris files, find the folder named "common", which contains another folder called "script_values", and finally locate a file called "00_script_values.txt". In the file you can find the section for job weight modifiers, and you want to find all the codes that contain "pow = 3 #we need it to have a bit more impact". Change the value after the equal sign to a smaller number (I used 0.5) and the problem should be solved.
I use the mac system, but I believe the file name should be the same for windows system
Quite useful if you just want to go sandbox mode without constantly have to open otter editor to set planet/star resources through the roof. If only this included Encryption and Codebreaking bonuses.
