how to fix hammer (2018) -> (2019)

I have noticed that the hammer of tf2 has errors mainly in the reflections and the light that does not present itself as it should be, that also affects the water that does not appear as it should be no matter which texture of valve you put or if youites one with the same characteristics,
finally after investigating a bit I have come to the conclusion that it is because of the latest update, I have given the task of outdated my game, to upload the hammer along with their files to mediafire

unzip it in this location
C:\Program Files (x86)\Steam\steamapps\common\Team Fortress 2
