Re-enabling blood in Portal 2

The Entire Guide.
To enable blood in Portal 2, print ent_fire player addoutput "bloodcolor 0" into the console after you load a map (you'll need sv_cheats 1), or in your vmf, use a logic_auto to fire addoutput with parameter bloodcolor 0 on the player. Huzzah! You should now lose blood again when shot! Value -1 to disable it.

Keep in mind, that blood won't make sense with the co-op bots...

@Nosense14 [idk if that mention works...] there was an announcement in the original testing facility where Cave Johnson said something about replacing test subjects' blood with gasoline

the turrets do shoot bullets, as evidenced by the ammo boxes in the turrets, and the gunfire from the turrets

I like to think all the blood just kinda became vapor after the long sleep and Chell is just somehow still alive.

the difference between player and !player is that the first looks for all entities with the classname player (good for coop) and the second goes straight for the player entity (only usable in singleplayer). Difference only matters in coop really.
