Description
It's just the normal scenario with several edits so every faction starts with only one city and the lowest possible tech.

Changes:

Removed all roads and land improvements.
Set government to depotism for all factions.
Set all tech to unlearned for all factions.
Removed all map items for every faction and re added just the capital set at population 3, Germans and Dacian get only one of the starting nomads.
Added minimun tile ownership to every faction so they all get one of each mine.
Set starting resources for each faction to 20 except for influence which is 0, population is 8 since only one city at 3 and happiness gets re calculated at end of turm.
Added 2 tiles of plains to Pontus capital since I was afraid they would starve in the dessert.

To-Do:

Reduce starting visibility for all factions.
Remove bridges.

Ok i give up for now.....it is 140 bc, i have a settler building some farms and amd waiting to have enough pop to build a nomad when Romans landed at my shore with a Legionar. Meaning they have a boat already plus the legionar. Clairly they play/start with a different ruleset.

Regarding the start situation with Carthago. It took me 42 turns before i had enough population to build a nomad without riots, Started a second city but due to the fact that i couldn't build farms yet my food situaton whas just to bad to support two city's. So i need to wait until i have Cultivation, wich will be in around 12 turns. Meaning that you basicly click end turn untill turn 50ish before you can start to do something. This is not the mods problem, its just with everything at zero from start it takes a while to grow some reserves to do anything at all.

The problem with defeated oponnents seems more like a message bug. I had that to right after i took a tech research action in turn one. But there opponents still acted and thu where there.

I tried as Carthage and could not get anywhere. Food was scarce, the citizens would riot, took a few turns to accumulate stone for repairs, then after repairs, the city would riot again. I give up.

That's odd. I played as Rome in 1.07, and the all other factions have no problem.

Version 1.07 broke your scenario. New game and all the other factions are gone. Defeated.

Played my first match with Rome. It was interesting and fun, but I would definitely recommend playing it on higher difficulty than medium.

I'm still unsure how I feel about the factions starting out at war.
