First go to to the two air planes then go to the ramp that goes up.
then take a right you should see some boxes
once you go in go to the vending machine and break it open and pick up the can that looks like the one on the stand near the elevator of the tower.
then place the can on the second spot on the stand you should be able to get on the elevator.
last enjoy the cool hangout spot.
