This is a guide to get fully uncapped FPS. Beware there is a little bit a sticky mission start menu bug when introducing unlimited frame rate.
So far Ive found mashing space and enter seem to get it unstuck when that occurs.

First navigate to C:\Users\username\AppData\Local\sgzh\Saved\Config\WindowsNoEditor\Engine.ini
Add the following Line

[/script/engine.gameengine]
bSmoothFrameRate=False

Voila unlocked frame rate!
