Allow to use vFire on E2

Can be restricted with ULX, SuperAdmin only as default

How to Use:
vFire( Life, Feed, Pos, Vel) vFire( Life, Pos, Vel ) vFire( Pos, Vel )

Commands:

wire_expression2_vfire_life_max: Set maximum Life
wire_expression2_vfire_feed_max: Set maximum Feed
wire_expression2_vfire_max_amount: Set maximum amount of vFire per player
