This is a complete list of what items (tools, weapons, suits) are in the game that can be equipped during setup, starting with mastery and challenge unlocks by location. Also my recommendations for which items to focus on first that will give you more versatility quickly. Important or interesting items are in bold.

Additional sections for items and weapons listed by type instead of by location have been added.

What's Missing? (notes)
  • ICA Training Facility, Hawke's Bay, New York and Haven Island have never had location rewards announced for Elusive Targets. Of the four only Hawke's Bay has had an Elusive Target released for it, nothing was rewarded.
  • Elusive targets for Mumbai have been cancelled. The suit which was originally announced as a reward for this location has been moved to an Escalation Mission in Mumbai: The Divine Descendance.
  • Hawke's Bay default Tactical Wetsuit can be unlocked from the escalation mission The Mills Reverie rather than from an Elusive Target. Unlike the elusive target suits which are modifications of default suits (such as adding gloves or hats), the wetsuit is identical to the default.
  • The Third item unlock (earphones) and third version of The Undying (as an elusive target) were cancelled and will not be released for Hitman 2.

What to get first?
For new players the unlocks and inventory volume can be overwhelming, but really there's only a few tools that are needed to be completely versatile, these are what I recommend:

1. Any lockpick, you'll either have one from completing the story challenges in the ICA facility or your first time through Miami (level 2), these are easy to get. You'll want lockpicks for many missions.

2. Silver Baller (or the mark 2 version), obtained from either Paris story missions or (the much easier to obtain mark 2) is for finishing Mumbai (unlocked at level 2). This is simply the most versatile pistol in the game. Quiet, accurate and with precision aim (hold shift on PC).

3. Briefcase, you'll get this your first time finishing Miami, it lets you start with a large weapon instead of needing to go pick one up from a smuggle location and carry them around without being spotted. Important to have but you will pretty much get it by default. Another function of the briefcase that is often overlooked is that empty it can be used to trick non-guards into leaving. Simply drop or throw the briefcase and an NPC that finds it will pick it and leave the area to take it to the lost and found.(or deliver it to a guard, which then the guard takes it away) This functions in much the same way as leaving weapons around for guards to find so that the guard leaves, the briefcase let's you do this with non guards.

4. Fish Melee Weapon – Unlocked at Mastery Level 4 on Miami, you'll probably unlock this while getting the briefcase, but it's worth noting. As a legal to carry blunt weapon you can walk around with this openly to smack people as needed. Granted you can usually find objects in the world to do this with, but it's a fun little versatile item that you can start with, particularly useful for speedrunning in contracts mode. (Just imagine it's a weighted rubber sap and not a real fish)

5. Sieger 300 Ghost – Complete all levels in the Cheveyo Calibration Escalation contract and you'll unlock what is effectively the best overall sniper in the game. It's not only the highest level of zoom but also the quietest. Hold shift to slow time. (Note: Cheveyo Calibration Escalation requires the GOTY Legacy Pack ~ If you do not have this and are looking for a silenced sniper, pick any other Sieger 300 from the list and go for it ~ Isle of Sgail Mastery 10 unlocks the Seiger 300 Tactical)

6. Disposable Scrambler Tool: Complete Mission Story Challenges in Colorado. These are the "lockpicks" for electronic security doors. They might be limited uses, but they are a necessary tool for certain maps. (Alternately the Electronic Key Hacker from Isle of Sgail functions the same)

7. The lethal syringe and vials lets you start a mission while carrying poisons instead of needing to find them in the world. Pick up your first one easily from Sapienza at mastery level 2 or Isle of Sgail at mastery level 5. Lethal vial is Paris level 15. You really only need one to start with, pick up the rest when you get around to it.

8. Remote Breaching Charge is a quiet explosive for opening doors and safes or can be used to trigger other explosives such as propane tanks. Mastery level 15 in Sapienza.

9. Napoleon Blownaparte an easily over looked but versatile combination of being both a noise maker and a remote controlled explosive, with the added benefit of not being illegal because it looks like a doll. Easily obtained from reaching level 10 in Paris.

10. Krugermeier 2-2 This often overlooked pistol is the most silenced in the game, quieter than even the Silverballer this specialized pistol is for those times when you need to shoot while standing right next to a guard and still have them not hear you. Not quite as accurate as the silverballer, but useful for certain scenarios. You'll need to work a little bit for this one as it requires Bangkok at level 20.

Those are the first 10 items I think you should aim to obtain as it will give you the most versatility quickly. Many other items are just redundant, or reskins or noisy ways to kill people.

Honorable mentions:
  • Jaeger 7 Lancer (or Druzhina 34) can shoot through some walls and doors. However, they are loud. But when you aren't trying to be quiet, wall penetration can be useful. They can also shoot through 2 people with a single shot if they are lined up.

  • The Big One – Complete all Mission Stories & Complete Five Assassination Challenges in the Landslide mission. This is a fireworks/noisemaker that attracts everyone around it to watch it for a moment, useful for distracting a room without killing or knocking anyone out, and doesn't send them running in panic.

  • More Poisons ~ Emetic Poisons let you make people sick, either non targets to move them out of the way or targets to make them move to isolated positions. Sedative Poisons knock people out but allow the body to be found without losing SA. Pick them up along with more lethal poisons when you have the time, they aren't required for anything but they are more useful for stealth players than simply unlocking more guns. Both Emetic and Sedative now come in syringe, vial/pill and dart gun versions.

  • Custom 5mm is notable only because it can pass through a frisk point. However it only carries 5 bullets and can not be reloaded. It's silenced but not subsonic so it's no quieter than the majority of other silenced pistols. If you like to play up the spy theme you'll want this and the phone, but it's generally a pretty niche situational item to make use of.

  • ICA Explosive Phone (Complete Mission Story Challenges in Bangkok) serves a similar function to Napoleon Blownaparte, an open carry explosive that you can trick your target into picking up. (Napoleon Blownaparte makes noise upon being thrown and explodes only when triggered, the phone makes noise when triggered and explodes when answered ~ similar but different timing can be achieved with each)

  • ICA Electrocution Phone (Complete Mission Story Challenges in New York) ~ with the addition of the Electrocution Phone (from the Expansion Pass) this has become one of the most over powered items in the game. This portable accident can be open carried and used as a distraction device or once picked up by a target it can be called to cause an accident kill. This means the body can be found and still retain a Silent Assassin Rating.
When you're ready to play serious and don't want to throw ducks and dolls at people, give them their final call.











Purely for fun:
  • Striker – (Pistol) – Complete all levels of The Dexter Discordance Escalation Contract, this is a non-silenced pistol but the knock back sends people flying, it's quite amusing. It's also a one-shot kill to the body, unlike most pistols so this makes for a strong pistol choice as a non-stealth alternative. It can also shoot through people, making it possible to kill more than one per shot. (Note: El Matador has been added to the game and is a reskin with the same functions)

  • A New Bat – (Melee) – Complete all levels in the Corky Commotion Escalation Contract. Wear the Corky Clown Suit and walk around on any map smacking people with this bat, it makes funny noises.
Understanding "Story Mission Challenges"
This may be one of the most misunderstood parts of the challenge completions so I'm going to try and explain it: When a challenge states "complete story challenges in location XYZ" it is refering to actual challenges in the feats list.

Each of the feats will begin with "Mission Story - NAME"

Most locations have three that must be completed to unlock a specific item. The confusion comes from the fact that there is a Mission Story tab that lists more than three mission stories, and though you'll find a related story there in the list, completing the challenge may require more than just following the story.

How the system works is that following the story only gives you a check mark in the Mission Story section. The actual challenge that it was leading up to must be completed in a specific way. If you achieve a kill in a different way you will only get the Mission Story check mark but not the challenge completion. You are essentially "writing your own ending".

The game is using the Mission Stories to teach you a trigger that can lead a target down a specific path, but in the context of the Mission Story check mark it doesn't care how you end up killing the target. Thus you can reuse the triggers you have learned to do any number of other kill types.

But the actual challenge portion requires a specific kill method. In some cases if you understand the triggers you can achieve the challenge without having followed the story at all.

Thus it's entirely possible to achieve check marks in the Mission Story menu independent of Challenges (in the feats menu) of the same name and vice versa. They are designed to lead one into the other, but the game is flexible enough to allow you to do them your own way, separately.

To illustrate this example I'll use Paris Lights Out:

First of all, this is a Mission Story, it is NOT a challenge. Notice the Category is Mission Story and the name is Lights Out.









This is a challenge called Mission Story - Lights Out. Notice the category is Feats and the name is Mission Story - Lights Out.









This is a Challenge that demands you complete all 3 Mission Story Challenges in Paris:










Lights Out happens to be one of them. But if all you completed was the story and not the challenge you have not completed the piece needed to unlock the challenge named Mission Stories - Paris either.

So why are they separated this way? Because you can drop the light rig on victor any number of ways, in fact that is its own challenge called The Showstopper, here:










Notice how The Showstopper is an assassination challenge, while Lights Out is a specific feat.

How does this all relate to each other?

Well the mission story line Lights Out gets checked off in the Mission Story Menu simply by listening to all of the related conversations and following along until it deposits you at the ending location for the story. Whether you make use of that information or not is entirely up to you.

The challenge The Showstopper is for dropping the light rig on Victor using any method you desire.

The challenge feat Mission Story - Lights Out is for dropping the light rig on Victor using the crowbar.

Each of these is an independent check mark. Yes you could get them all in one run by doing the feat as intended, but you can also do them one by one simply by doing them in any order you prefer. These mission stories are designed to teach you triggers around the map, how you kill your targets is up to you, but the challenges are for very specific kill types and the feats are even more strict than the related assassination method.

It's Mission Story - Lights Out that you need to finish, and you would also need Mission Story - 15 Seconds of Fame and Mission Story - A Private Meeting completed under challenges (feats), not just the check marks in the Mission Story Menu (for Mission Stories with similar names) in order to unlock the ICA Silverballer.


In summary the short answer to your problem would be: you didn't use the crowbar. All the rest was to explain why so that you keep an eye out for similar issues in other Mission Story - Challenges you may be trying to complete.

And now that you know how the triggers work you can adapt it to move Viktor onto the stage and shoot him instead for another challenge:


Speechless or any other kill method you prefer.








Not all Mission Stories lead to unlocks

Some are just for lore or to lead into optional kill methods. For example the Story in A House Built on Sand where you follow a building owner on his way to argue with one of his rental tenants is designed to teach you how to get an invitation into the party. Following the prompts has to be done the way the story wants in order to get your check mark and yes you'll get an invitation for doing it that way. But once you know how to get an invitation, that's one of the longest most convoluted ways to obtain one. The story leads no where, it's not a kill method and there's literally 9 other more efficient ways to get a party invite without ever following that path again. But it's part of the lore of the mission, you'll find out why certain things are the way they are and it's there just for atmosphere. And it only takes about a minute to follow the entire thing once "correctly" to get your check mark, after that you can find your own alternate party invite and never follow that specific chain of events that way again.

Another House Built on Sand story has you get a bodyguard disguise to talk with a target and lead him to a meeting. To get the story check mark you have to get a specific bodyguard to trigger the check mark. But to simply use a bodyguard disguise to talk to the target and have him follow you around you could have taken any. That's the difference between trying to complete the mission story check marks or simply using the trigger (of talking to the target in a bodyguard disguise)

You can lead him off into any number of kills once you know the trigger, but if you wanted the checkmarks or the challenges it's leading you into, those have to be done specific ways. You can get as much replay as you want from knowing the triggers and creating new endings to the story events, they just won't all be challenge completions.
Sniper Assassin Weapons (Location Locked)
Each mission of Sniper Assassin has a sniper rifle for each of the 3 assassins that you can select. The rifle is automatically selected based on your character choice. The unlocks are upgrades to that individual sniper and only for that mission. These unlocks do not apply to any other part of the game and do not carry over between Sniper Assassin locations. Upgrades are obtained purely by XP gained while using either Agent 47 (alone) or as one of the agents in the co-op team and applied automatically as you level them up in that specific mission.

Any rifles or equipment that can be unlocked to be used for other locations will be listed above in the Mastery and Challenge Unlocks: Sniper Assassin (Game Wide) section, while this section focuses on the Location Locked rifles within Sniper Assassin mode.

Each rifle starts at level 1 and has 19 unlocks to reach level 20. Since the upgrades are locked in a specific order I am listing just a summary of the upgrade types and then the names of the rifles for each location. Not every rifle gets every upgrade, but you have no direct control over this anyway.

Ghost Mode is still under development and considered to be in Beta testing. Ghost mode has been shut down as of August 31, 2020.

Note: XP earned while playing Ghost Mode is applied to the location mastery (for regular item unlocks) and to online level.

Ghost Mode exclusive items:*
  • Ghost Coins - Standard starting equipment, you begin with 3 coins which can be used as normal distractions when placed. Or they can be thrown to cause distractions in both you and your opponents worlds. They vanish after being thrown, but can be reused when placed.
  • The Ghost Freeze Grenade: A freeze grenade that slows down your opponent for a short period.
  • The Ghost Flash Grenade:A flash grenade that blinds your opponent and gives you the advantage of sight.
  • The Ghost Proximity Explosive: An explosive device that will blow up your opponent.
  • The Ghost Outfit Manipulator: When activated, this device will simultaneously change both you and your opponent’s current outfit to a new random one.
*You start with only the coins, other items are found in crates while competing

Unlockable (game wide) items:
  • Phantom Suit – Kill 100 targets without being noticed while competing in Ghost Mode (total across all maps and matches)(No Longer Available)
Santa Fortuna: Feat: Secret Tunnel (Sacrificial Knife Unlock)
1. Start at the Shaman's Hut (or go there from another location), and dress yourself as the the Shaman.

2. Go into the Shaman's hut and read the note that was left.

3. Start following the road into town, and take a right when you get to where Andrea Martinez's home is.

4. When you get to where the road starts to slope down towards the bar, take a left. The shop you are looking for is at the top of the slope with a green door.

5. You should see a man locking his doors. Find a way to pacify or kill him and take his Shop Key. The area behind his shop is relatively safe to attract him into with a coin or other distraction. Doing it in the street may alert the many guards wandering nearby. DO NOT LOCKPICK THE DOOR, THE IDOL WILL VANISH.

Side Note: If the man keeps wandering off before you reach this location, it may be beneficial for you to start at the default starting point and rush to the shop and retrieve his shop key before obtaining the shaman outfit, it's more walking back and forth, but if you let him wander off into town before getting his key he may be hard to find later.

6. Go to the shop, unlock the green door and take the idol. Try to leave the room quickly or a crowd may gather and block the door. (you can push past, kill or knock them out, but it's more hassle that just wastes your time)

7. Go to the tunnels and look for either the Submarine Dock, the Hippo Enclosure, or the Altar Cavern. If you find the Submarine Dock, go up the staircase that leads to a blue door, this is where the Altar Cavern is. If you find the Hippo Enclosure, go into the tunnels and you'll find the Altar Cavern. If you find the Altar Cavern first, then you're ready for the next part.

8. From the Altar Cavern, go down a few steps (east on the map) to where two guards are in a long tunnel. Pacify or kill them, then find the spot on the wall where the idol goes. Place the idol and a door should open. (good place to make a save point as you may die in the next part)
It's a little niche to the left of the wall carving.

9. The room has a floor puzzle, find the right path, and pick up the knife at the end.

Puzzle Solution: (oriented facing from the stairs into the room)
  • Start on the 2nd tile from the left, move in order:
  • 3 forward
  • 3 right (to the last row on the right, against the wall)
  • 2 forward
  • 1 left
  • 1 forward
  • 2 left
  • 2 forward
  • 2 right
  • 2 forward
  • 1 left (you should now be in the middle row)
  • 1 forward (and then to the alter for the knife)

Santa Fortuna: Feat: We Meat Again (Meaty Bone Unlock)
The instructions for this are pretty clear in game:
  • Incapacitate the meat enthusiast with the Meaty Bone
  • Feed him to the piranhas
Unfortunately the challenge does not unlock for everyone unless it's done a very specific way.

First off you'll find the meat enthusiast along the river between the default start point and the bar, he'll be easy to spot as he looks just like his picture on the challenge. He wanders from the waters edge and into a building along with a woman chopping up meat. You should not assault him at any location other than his ledge over the river where he feeds the piranha.

You can find a meaty bone inside the shack right there, or in a few other locations around the map. Try not to let him see you, it's not an illegal place for most disguises but he's grumpy and he will spend his time yelling at you rather than feeding the fish if you get close and he sees you.

He has a routine, once he walks out to feed the fish:
  • He takes a drink
  • He watches through binoculars
  • He throws some meat into the water
  • He talks to himself
  • He leans on the rail
You should not knock him out until he leans on the rail, then immediately grab his body and toss it over the rail. It does not matter whether you are spotted by anyone else doing this, but if the meat enthusiast sees you, it will break his routine and you'll need to wait for his entire cycle again. If you kill him or knock him out before the fish have been fed and had time to frenzy, the challenge will not unlock.
Hitman 3 Announcement
You will have the option to carry over all of your unlocks from Hitman 2 (2018) into Hitman 3. Note that you must own the locations on the platform where you play. For example owning Hitman 2 on Steam does not unlock your location ownership on Stadia, Playstation, Xbox or EGS, you will need to buy those locations wherever you want to play them. Location ownership is only unlocked on Steam if you own this content on Steam. Online levels were supposed to be part of Ghost Mode matchmaking to pair skilled players against each other in versus matchups.

However, you can thank Epic Game Store for killing Ghost Mode. Instead of continuing to add new Ghost Mode locations and bring it out of beta-testing, ioi has removed it from Hitman 2 so that it won't compete with Hitman 3. Which can't have a Ghost Mode due to a lack of feature structure to support it. The mode was built using Steamworks and EGS has nothing in place to replicate this and ioi weren't willing to build a new foundation for the mode so it's shipping without it.

Several aspects of Hitman 2 are now either removed or unfinished or cancelled due to this EGS partnership, and Hitman 3 is a smaller game with smaller locations by comparison being shoveled out to EGS just for the bribe money they are willing to pay to keep it off Steam for a while.

This is literally every unlock in the game, there's nothing missing from this list. What progression system are you attempting to ask about other than the mastery levels for each map? Because that's all there is: mastery unlocks or challenge unlocks or rewards for version ownership.
