hmmz ... i don't recall anything weird with the "following person x" missions... what i don't recall is going on the roof after following someone...
as far as i remember once u know where the person went to "in what house did they go" you should return to the office, so sherlock can get that info and act upon it...

btw; u do have the game from getting it from steam right, cuz with illegal versions these "bugs" are actually on purpose so the game acts like a demo and u can't go any further...

Ow GhostBomb, it's been so long ago that i played this game in the mean time (like 4-5 years or so) ... I don't recall having issues with any bugs in the game... I don't even know which mission you're talking about. But if you have a bug, can't u reload the map and try again from start of mission? or maybe switch to another location and travel back so it restarts?

What exactly are you experiencing in your game that shouldn't be happening then?
