This guide was made for normal difficulty. Time passes differently in others and it should affect food production.

Nothing here is wrong. There may be changes introduced by the expansion, but everything in the base game works like this.
I'm not certain but it seems like military units might require more food or else that units with better perks cost more food because I know that in my previous playthroughs, my food consumption kept rising even when my population was steady. The more I killed bad villagers and brought in better replacements, turning many of them into rangers, the higher conumption went. There is mention, in the info. that pops up on a new game start, which says that higher tier citizens cost more food. I'm not sure if that refers to tavern tech level or villager perk value but it seems the likely culprit (and perk value would track with my experience). Would definitely be good to know!
On a related note, I found that food consumption and production, for my highly skilled villagers in the updated game, were balanced at approximately 0.60-0.65 food production per villager.
