The title seems kinda stupid, but it's true. This is a Bone Charm the Heart CAN find, before finishing "The Royal Physician" mission while at the Hound Pits. However, it is in a locked area. This guide will tell you how to get it, if you can't find the key yourself.

Cecelia: she actually becomes useful
Before I tell you where the locked door is, it would only make sense if I tell you where the key is. The first thing you need to do is talk to Cecelia, who should be in the bar right next to the door facing the river. She'll talk to you about an abandoned apartment nearby, which if you have beaten the game already, you probably know what she is talking about, because it is the first building you go through after the Flooded District.

She will tell you that the key is under her bunk upstairs. Just simply go upstairs to the bunk beds outside the upstairs bathroom. Just look under the bunks until you find the key.
Unlock the door
After you get the key, go to the street outside the pub and go up the stairs at the street corner. There should be a partially broken staircase nearby, leading to the locked door. Go up the stairs, and unlock the door. The Bone Charm should be under the bed inside. There is some other stuff you can loot, including a cameo resting on a shelf near the door and an Elixir in the same room as the Bone Charm.
Pretty simple, right?
I hope this guide helps you out on your "quest for revenge" or whatnot. If it did not, however, post in the comments what went wrong, or if there was any variation as to how you found it. For example, if she gave you a different key location.

I read the Overview but I thought I got the key conversation sooner when I played through the first time so I was correcting myself by saying you were right about the timing. But I also wanted to mention what criteria gets you the conversation because some ppl were mentioning that they talked to her and she never brought up anything about the key to the Apartment.

So I just wanted to mentioned that if you do not talk to her before you go to sleep (ending The Royal Physician officially) you will not get the conversation from her.

Actually she gives it at the beginning of "Lady Boyles Last Party". My first playthrough I played on the Xbox and now I am playing the second run through on my laptop.

Going through this time I found out you do not get the key from Cecelia until you get back from the Royal Physician Mission. You have to talk to her before you go to sleep or she will not give you the key to the Apartment. Hope that helps. :)

I didn't know she would tell you about the charm after the High Overseer mission. I'll look into that and edit the guide a bit.

As for the room, you will always go into that room after leaving the Flooded District, but as people may (or may not) have noticed, the Bone Charm will not be there by then.

You do not need to be in Low Chaos to get this conversation with Cecelia. My first play-through I did not know about the High/Low Chaos impact until after it was too late so I was killing everything in sight. Anyway, after the High Overseer Campbell mission I talked to Cecelia and she told me about the key under her bed.

After I left the Flooded District Mission I ended up entering her apartment when I came out of the sewers so that is another chance to get into that room before the end of the game. Although I do not know if you end up there if you have not talked to her previously.
