Quality Cooldown

Mod originally by XeoNovaDan, "updated" (read: version number changed and shoddy/superior curve points removed) by dninemfive.

Makes it so that quality affects melee and ranged cooldown, with the latter also being affected by the weapon's condition.

Should be compatible with any mod, including ones which modify the ranged- and melee-weapon cooldown StatDefs, provided this mod is loaded after.
