Sorry but I don't do anything for gmod anymore, your idea is great but I don't have time now to work on addons :/
You can do it easily, just check out my addon and see the material path, change the original gmod material and just apply an effect layer :) (with gimp you can do it easily)

Can you make an addon like this that makes the icons orange instead to match the HEV Suit? I already have an addon that makes the spawnmenu dark and orange, so I need an addon that just simply replaces the UI orange so like for example, when you select a prop in the spawnmenu, an orange box appears around it to match the HEV Suit style. Also the Camera and Toolgun icons should be orange too just like other weapons when you use the mouse scroll to select them, they look too cartoonish and off, it should be orange and retro like the other Half-Life 2 weapon icons. Thanks!
