Also, another suggestion is Mechanic Perk, especially for ERS and APS since they have refuelling. If you want to perform quick pit stops and run light (quicker), look for a mechanic that has 50% Refueling Speed perk. So by the middle of season 1 (assuming in ERS), you have the perk and maybe get early wins.
One more is Pay Drivers or Drivers with very high marketability. These will allow you to develop parts (and hire a better designer) for the current season which will get carried on to the next season with your best parts that are not banned because of the additional increase in income either by the Pay Drivers or better per race sponsors.
Although I first played this a while ago, I've started again recently, and am sure it's harder than it used to be? (With the added Endurance series, but no more personnel!) (The AI teams seem to develop a lot faster than before?) It used to take me 5 seasons to get into the APS from the ERS, and this time it took me 9, (but then only 3 to get to the WMC).
