I think I got this one figured out: It's a bug with units that can "set up", like Wehr supply trucks, the OKW base building-y halftracks and the USF ambulance. If one of them is destroyed, it counts as friendly fire for some reason.
Not sure if the amount of "friendly fire dealt" depends on number of times deployed, times they set up, or a combination of both.
