That's not in Agroprom, its in the Dark Valley. Or is there one in Agroprom too that i dont know about? The hopper though and what you describe is in the Dark Valley at the middle facility on left side.

Near the Agroprom facility, there's an area to the left of it (as you face the front gate) where there's alot of anomalies, and a sort of tower/machinery thing. there's a hopper-type bin in it that has a guitar and a radio in it that you can take-they must be for some side mission since they don't do anything.

I've also heard that the Freedom Arms room can be accessed by getting an explosive barrel, gas tank, etc. into the building and leaving it by the guard, then leave the building & snipe the barrel from outside (prferably with a silenced weapon, and from a spot where no one sees you) - he dies (supposedly without setting off the alarm) and then you can go in the arms room and get stuff.

The Duty Armorer can also be accessed by doing a Duty mission or two. In the Car Park (Garbage), there's a tower just to the right of the gate you enter that you can't climb, but if you stand under it & look up the ladder, there's a crate - shoot the crate a few times & a ton of AP ammo for the Viper will rain down.
