I felt both BCM and FishBunjin were equal in potential, but just due to bcm's hitbox trajectory and move priority, bcm had better matchups, but i personally thought both characters were just as good at taking stocks, but i put bunjin lower for having more bad matchups and i didn't think i'd be fair if i dropped him 1 letter lower since they are both just as good, so i was doing either A- or B+ to show everyone how i felt about the character without making him look really bad

Yes, S means OP B means Really good, if i put D people would not want to play the character because D sounds bad, but in slap city that's not the case, every character is at the very least very good (B). Hope this helps
