His abilities:
Class: Scout
Weapon: Three-Rune Blade
Charge Ability: None
Any other special abilities: 
-Darkens the map for the entire round
-A Timer shows up and tells you how long you'll have to finish off Billy before the players get slayed
-Is smaller than most bosses
-Players are outlined for the entire round, while the boss gets outlined after some time
-Is faster, when no one is looking at him, while is slower, when people are looking at him.
-Regenerates Rage over time.

Rage:
Has AMS (Ability Management System (Basically you can choose whatever RAGE you wanna activate (Switching by pressing RELOAD))):
-Turns everyone into Demomans
-Summons Minions
-Traps Pickups and makes Dispensers harm people, instead of healing them.
-Hijacks a Sentry
