I'm glad to hear that these values make it somewhat better after all this time.
I assume that you mean to use it as Right Stick Up = Throttle, Right Stick Down = brake, neutral = off-throttle.
1. In the controls menu set Driving Control as Wheel (NOT gamepad)
2. Bind BOTH Throttle and Brake to Right Stick
Make sure to bind it perfectly to the vertical axis, so take a few tries for best results. Both Throttle and Brake input bars below should be 50% filled, when not touching the stick.
3. Expand the binding options
On the right of binding button there's an arrow pointing down, additional bind settings. Click it.
4. Invert input
Set the Inverted checkboxes to whatever makes the Throttle bar go to 100% and Brake to 0% on Stick Up7 - and the opposite for Stick Down. For me it was inverted Throttle and non-inverted Brake.
5. Set Minimum Limit on both to 100%
The game now ignores Throttle input on Stick Down and Brake input on Stick Up. Just a deadzone setting repurposed.

I'll try your settings next time I'm in the game to see how well they work for me. Haven't played for ages so could be a while :)
Steer Speed: 100% and Steer Assist: Disabled. And the only options can play with are Speed Sensitivity and Steer Gamma. I prefer only Speed Sensitivity: 80% and Steer Gamma: 1.0(linear).
